ROLE: Geospatial Analyst (Senior)
REQUIRED:

Location: USSTRATCOM/J2, Offutt AFB
Education: Bachelor’s degree in Geographic Information Systems, Geography, Geospatial Science, or 10 years’ Military experience in a related field.
DESCRIPTION:
Support the Government in developing a comprehensive understanding of potential adversaries’ strategic weapons via Spatial Analysis and Support. The contractor will provide cartographic and spatial analytic support to USSTRATCOM J2 and employ GIS expertise to identify, analyze, and depict intelligence issues spatially. The findings will be incorporated into existing USSTRATCOM workflow processes as requested by the Government. The analysts will also have experience with the installation, configuration, operation, and limitations of the ArcGIS Enterprise. The contractor will use ArcGIS Enterprise software to provide support to develop databases, create custom maps, charts, and graphics, and leverage Combat Support Agencies and other DoD visualization system capabilities as requested by the Government.
Job Requirements/Required Skills:
- At least three (3) years’ relevant experience with or education in geospatial sciences performing spatial analysis. Acceptable education consists of a Bachelor's Degree or higher in Geospatial Sciences or Geography or Remote Sensing or Geospatial Intelligence, or other Bachelor's degree or higher with a concentration in Geographic Information Systems (or Science).
- Demonstrate at least three (3) years’ proficiency with Environmental Systems Research Institute’s ArcGIS Enterprise software, knowledge of Open Geospatial Consortium (OGC) standards, and familiarity with current USSTRATCOM GIS systems and processes to include Machine Learning and Automation concepts.
- At least two (2) contractor personnel will individually demonstrate three (3) years’ experience with relational database management and three (3) years’ programming in Python scripting language. Scripting experience shall include connecting with dynamic streaming data using JSON, GeoJASON, XML, CSV and RESTEND.
- At least two (2) contractor personnel will individually demonstrate eight (8) years’ experience performing mobility modeling (time/distance/likelihood) spatial analysis pertaining to adversary’s military weapon systems movement and demonstrate knowledge of the influential factors pertaining to this problem set.
- At least two (2) contractor personnel will individually demonstrate at least eight (8) years’ experience with the installation, configuration, operation and limitations of the ArcGIS Enterprise; Portal, Operations Dashboard, and GeoEvent servers. Contractor personnel will demonstrate proficiency in the use of ArcGIS to produce web maps, web mapping applications, and spatial analytic dashboards on a Portal. Contractor personnel will also possess the experience required to employ adapters in the ArcGIS GeoEvent Processor in order to process geospatial feeds for incorporation into an analytic dashboard.
- At least one (1) Senior level or Mid-level contractor personnel will possess current Security+ certification and obtain a DIA/DOD privileged user account.
- At least 10 years of experience in GIS, with a minimum of 5 years in senior-level roles. Contractor will demonstrate extensive experience in ArcGIS Enterprise, ArcGIS Pro, GeoEvent Server, and Python scripting and demonstrate proven track record of working on enterprise GIS systems in a Government or defense context, with strong experience in system integration and real-time data processing. All contractor personnel will individually demonstrate familiarity with DoD IT security standards (DISA STIGs, FedRAMP, ATO processes).
- Proficiency in ArcGIS Enterprise Portal, ArcGIS Pro, GeoEvent Server, ArcPy, and Python scripting. The contractor will possess experience with DoD IT security standards (e.g., DISA STIGs, FedRAMP) and demonstrate relevant experience in spatial databases (e.g., PostgreSQL/PostGIS, SQL Server).
- All contractor personnel will individually possess demonstrated relevant experience with Dynamic Data Connections (REST API and others) development and system integration.
- Ability to travel to technical exchanges and industry conferences.
